SAO Compliance Department coordinates the preparation and submits the Statewide Central Service Cost Allocation Plans (SWCAP). The SWCAP is compiled by SAO appointed SWCAP consultants based on financial statements, descriptions of programs, and other documentation prepared by state agencies.
