This page contains archived documents related to the State of Georgia’s implementation of GASB 94, the standard that provides accounting and financial reporting guidance for public‑private and public‑public partnership arrangements (PPPs) and availability payment arrangements (APAs). These materials are provided solely for historical and reference purposes and may not represent current interpretations, policies, or reporting practices.
GASB 94 establishes requirements for governments that enter into PPPs—arrangements in which a government (the transferor) contracts with an operator to provide public services by granting control of the right to operate or use a nonfinancial asset, such as infrastructure or other capital assets. Some PPPs meet the definition of a service concession arrangement (SCA), in which the operator collects fees from third parties, the transferor retains significant control over services and pricing, and the transferor maintains a substantial residual interest in the underlying asset.
The standard also provides guidance for availability payment arrangements (APAs), in which a government compensates an operator for services that may include designing, constructing, financing, maintaining, or operating an underlying nonfinancial asset over a specified period.
These archived documents may include decision matrices, training materials, and implementation guidance used during the adoption of GASB 94. They reflect the State’s historical approach to recognizing underlying PPP assets, receivables, deferred inflows of resources, and revenue recognition over the term of the arrangement.
