Review of BCM_FUND_SRC Tree

The BCM_FUND_SRC tree and related values should be reviewed as indicated below.

1. Run the 0BD019C query and sort by LEVEL, then CHILD.

2. Review the BD_DETAIL and BD_ORG level values. All BD_DETAIL level values must have parent values that roll up to the values indicated below. All BD_ORG level values must have parent values as indicated below.

Note: Fund sources beginning with “02” were used prior to FY 2009 for Indirect Funding. Indirect Funding is no longer a valid source of funds, and any related fund sources should have an inactive status. All “02” fund sources in use should relate to prior year State funds. If a new BCM_FUND_SRC tree is being requested, the old Indirect Funding fund sources should not be included on the new tree.

4. Review the FS_CAT level values. Valid values are those listed as “Valid Parent Values” in the table above. The parent value for all FS_CAT values should be “ALL.”

5. Run the 0GL027 query and sort by STATUS, then FUND SRC.

6. For all active (Status “A”) fund sources, review the “CFDA Nbr” column. Only fund sources beginning with 10 – 39 and 1X – 3X (ARRA funds) should have CFDA numbers other than 0.000; all fund sources beginning with 10 – 39 and 1X – 3X (ARRA funds) should have valid CFDA numbers.

 

a. If fund sources other than those noted above have a CFDA number other than 0.000, either a funding type of “Federal” was incorrectly chosen in the initial setup of such fund source (Set Up Financials/Supply Chain > Common Definitions > Design Chartfields > Define Values > Chartfield Values > Funding Source), or the fund source is incorrectly numbered. Make appropriate corrections in TeamWorks.

b. If fund sources in the ranges noted above do not have valid fund source numbers (that is, such fund sources have a CFDA number of 0.000, or the fund source number is not listed in the Catalog of Federal Domestic Assistance (retired) – see sam.gov), make sure that a funding type of “Federal” is selected in the fund source set-up screen and enter the appropriate CFDA number. If such a fund source does not belong in the “Federal” category, create a new fund source using the appropriate numbering scheme. If a valid CFDA number cannot be found for a particular Federal grant, enter the two-digit code for the Federal agency awarding the grant, followed by “.999” (e.g., for Department of Health and Human Services, enter 93.999). Every effort should be made to obtain accurate CFDA numbers.

 

7. When all CFDA numbers have been validated, sort the 0GL027 query (if changes were made, run the query again) by CFDA NBR, then FUND SRC. Fund sources with specific CFDA numbers may have parent values (or may have parent values that roll up to values) other than FED2 (or ZFED2 for ARRA grants), as indicated in the table below. Agencies should review the appropriations acts for federal funds specifically identified..
